But I doubt anybody has the will there. A cowed populace with no industry, a dearth of commerce, and a distinct lack of imagination is too easily dominated by strongmen.

When you "win" with 98 percent of the vote, the whole world knows you're cheating. What really takes skill is to get fewer votes than the other candidate and still "win" on a technicality.

It's not a question of will, industry or imagination. There are "newcomers" willing to challenge Putin. They aren't allowed to run if they have enough support to be a threat.

Not technically.  Putin wants the election to appear legitimate, so the vote itself is probably not being interfered with. But he controls the media and determines who gets to run against him -- and even influences who "decides" to vote, by having employers pressure or require workers to go to the polls.

Putin's goal is 70/70 (70 percent turnout and 70 percent of the vote). How close he gets to that will be a measure of how rigged the election is.

It depends on what you mean by competent. Some are saying that Putin is the real 19D chess master. I don't see it. Putin is a murderous thug, with a talent for bureaucracy, rising through the ranks of the KGB, and an utter ruthlessness and indifference to human suffering. He shuffled pawns around and made some of them billionaires, and he seized their billions at times and had them executed, when it suited them. If this is 19D chess, then 19D chess is played by shooing your opponent in the heart whenever it looks like he is pulling ahead.

The remaining billionaires would, I have no doubt, dearly love to see him get a whiff of nerve agent himself. They live under his sword of Damocles.

Is that competence? It can be argued that is is one form of competence. But he probably has an ugly end coming someday. The minute his grip on the thug machinery relaxes for even an instant, they will move in to butcher him.

Yet, Americans will still come here, and say they don't understand why photographing is frowned upon, or illegal in real democracies.

Per TFA it's closer to 50 percent.

You know, the Soviets used to be better at encouraging the proles to show up at their own even more farcical elections.

I remember a news report of an old woman indignant at how low-key an affair she found Russia's first halfway free election in 1991. "What sort an election is this? Where is the music? What happened to the buffet?"

Nah. This term will probably be his last. He has every incentive to retire and cash out before the oil money runs out.

If he can make a big show of peacefully ceding power to a "reformer" and letting him or her go down in history as the schmuck who oversaw the collapse of the Russian Federation in its current form, so much the better.
