Yes to both. Trump can impose tariffs based on national security (which is iffy here), but Congress can (assuming veto override) can put a stop to it.

Yes.

Congress sets tariffs.  However, Congress also has generally given the President the ability to modify them - or, more precisely, he can move their levels within certain parameters.  This is done so that the President can use tariffs as carrot and stick for diplomacy.  However, this authority is solely at Congress' discretion.  Pass a law saying "Nope, Pomeranian Pompadour" and Trumpy can't do anything.  Of course, that would require a GOP not furiously tying Melania and Invanka in a broom closet so they can collectively blow Trump.

That's in another thread with the News tag. Due to the powers that be, I have to pick and choose decisively when to make that particular comment. But there have been so many News tags involving Donnie Two Scoops tonight it's difficult to pick which one to make that comment in, since (to me) they all qualify. See, that's the problem - the rest of the world isn't OK with this, and may tank our economy anyway.

This is kinda like Brexit, in that it's clear that, even if Trump doesn't actually implement a tariff in the next day or two, he's willing to screw the global economy on a whim either now or in the future. The very fact that he's willing to doing so is enough to make folks a bit more conservative when it comes to investment and spending, because they have to hedge their bets if the Wild Orange Yonder, there, decides to throw a spanner into the works.

Trump's demonstrated, as well, his incredible lack of understanding about how trade works, which means that negotiations are going to go that much worse for us when it comes to the current NAFTA chats, and the TPP chats, and any deals we might want to work out with the UK (whether or not they Brexit.) He's easy to manipulate, quick to anger, slow to understand, and reluctant to learn - the worst possible combination for a leader - and we're going to suffer for quite some time as a result, no matter what he does at this point.

Trump doesn't seem to understand that there's a direct goddamned correlation between his mouth and his ass - if his mouth writes checks his ass can't cash, we all suffer for it. He either needs to put up or shut up, ideally the latter, until he knows what in the fark is going on.

The pee tape MIGHT be a worry; after all, it'd be a massively embarrassing scandal if it got released, bigger than even the Stormy Daniels thing. But more importantly, Trump is afraid of the control Putin has over Trump's wealth, and the appearance thereof.

Putin could have his bank and/.or mob buddies call in Trump's debts, and Trump would be absolutely broke. Trump's entire self-worth is based around his 'wealth'; take that, and Donny has nothing.

If Obama were smart he would've worked out some kind of deal with those countries that would've dropped those tarriffs. Some kind of trade and investment partnership.
