It's hard to tell the context, but since the footprints seem to be convex I assume the cavity was once filled with sand and the rocky layers that make up the roof are later deposits that filled in the footprints, followed by the sand being washed away.

That.. sounds like what I said, but worded weirdly. "Visible from the layer below" implies viewing from below where the footprints were made.
