Nope.  Capital punishment was abolished for almost all offenses except treason in the 1960's, and even for those offenses where it was still allowed in 1998.

I think the last beheading as a method of execution in the UK was in 1747.

It was earlier that year that she was shot at (turned out to be blanks) while riding side saddle in the Trooping of the Colour.  She calmed her horse and kept going.

Actually, the agent in question quickly extends the folding stock, making it into essentially a short-barreled, full-auto pistol caliber carbine.  Perfectly adequate to hit a human figure within 50 to 100 yards.  After all, it was a front-line military weapon for the Israeli Army for decades.  And because of that folding stock, it could be hidden quite well inside a briefcase, which made it perfect for what the Secret Service was using it for.

They've since changed to a different weapon, the H&K MP5, but it's still a 9mm, and a bit more accurate because it's a delayed blowback, not a pure blowback design like the Uzi, and it fires from a closed bolt, unlike the Uzi which fires from an open bolt.  But from a practical standpoint, there really isn't all that much of a difference between them at the expected engagement ranges where you'd employ them.

It took that long because Bush didn't like Brady that much.  Even when a Republican wants a gun law, they can't quite pass it, so it waited for a Democrat.
