I would suspect according to Palantir, it is anything that breaks any law, no matter how minor.

I used to be friends with someone who I thought was a very nice lawyer. She discussed her job interview with Palantir, and was so excited to be going to work for them...

Turns out some people are just horrible people underneath it all

Thiel's a shady p.o.s.  And that company is extremely shady.  I truly doubt its actual ability to deliver anything of real use, other than an excuse for cops to focus on folks that they would have been inclined to look at anyway.
