This was my interpretation. The minke's saving grace is that it's kind of tough and rubbery unlike it's tastier but now extincter cousins.

It isn't tough or rubbery unless you overcook it, which is easy to do with any whale meat because it is ridiculously lean.  So this probably isn't specifically an issue with Minke whale meant.

They were likely less desirable because they are much smaller and before modern technology most of the time spent whale hunting was finding and chasing a whale in the first place, so it was far more beneficial to look for the largest whales you could get your hands on.
