With the E-DUI law we've just passed, I'm just waiting for our state to come up with a Drivers License App, so the cop can get you for an E-DUI for touching your phone in a vehicle when you hand it over.

That's BS the cops all have computers now. They know your license, insurance and registration status before they even hit their lights to stop you. It shows a picture of the registered owner from the DMV database and make and model of the car. Insurance is all computers. They don't care if you have a card or policy. It's instantly verified. Hell most of the cops here have printers and print out citations. No more ticket books at all.

Smartphone: way overweight, huge size that won't fit in a wallet, no one will ever accept it as an ID, has to be plugged in to work

I have no idea how they expect to enforce this.  Are they going to make it a law that you have to purchase a smart phone and keep it on you at all times?  We already do that with a license, they're just complicating things for profit at this point.

I have my driver license number memorized and one time when I got pulled over without it, the officer was able to pull it up by that alone and see I wasn't suspended or anything nefarious. He gave me a warning for my tail light being out and sent me on my way.

Then again, I'm white soooo YMMV

I got in an accident and the guy that hit me from behind (on his cell, no doubt) pulls out his smartphone to show me his insurance card image. I stepped to my car (with his smart phone in my hand) to copy the information and my thumb slips and the next thing I see is a metric ass-load of dick pictures! I damn near dropped the phone.
