This horse done left the barn years ago. The post-9/11 AUMF is vaguely-enough written that the executive can pretty much do what it wants.

I am pretty sure it was never repealed. I could be wrong.

But, until it is, the president can use force as he sees fit.

I don't think they mean there's a memo someplace that actually creates authority. I think they mean there's a memo that explains his legal justification that he already has that authority.

So it would wouldn't say "Dear Mr. Trump, please feel free to bomb X." It would say "Dear Mr. Trump, we believe based on laws XYZ that you have authority to decide to bomb X."

Not saying that this memo's interpretation is anything but bullshiat, but we should at least be mocking the thing accurately.

Counterpoint:  This is Trump, a man with abso-farking-lutely no idea of how the government works, either before or after he became president.  I'm sure that Trump thinks he could order somebody to write him a memo giving him that authority and that would be it.  Though, TBF, Rex Tillerson might pull a "sure, boss, we got that memo write here" while rustling a blank piece of paper before distracting Trump by pointing to Fox and Friends.

Funny enough, they already did that in 1972:

The War Powers Resolution requires the President to notify Congress within 48 hours of committing armed forces to military action and forbids armed forces from remaining for more than 60 days, with a further 30-day withdrawal period, without a Congressional authorization for use of military force (AUMF) or a declaration of war by the United States.

The President can basically bomb or attack whomever he or she wants as long as he or she notifies congress and the troops are removed within 60 days. Barack "I'llbombya" put this to use almost constantly during his time in office, as did W Bush and Clinton before him.
