I recall reading the Ukrainian feds believed Manafort hired a bunch of pro-Russia thugs to attack a convoy of U.S. Marines, in order to disrupt a joint training exercise with the Ukrainian military.

So vetting worked in 70% of the shown cases which are only a small, selected sample of the overall process of filling jobs in a new Administration.
