The part from TFA that made pause was "the tigers papers were in order, but it was seized because the mailing constituted mistreatment"

So you have someone who is, I guess, an authorized tiger seller, who ships tiger cubs in a Rubbermaid bin with no food or water. I wonder how many other times they've done this?

The cub was sedated and packed into a plastic container. Nobody realized it was there until a sniffer dog looking for contraband detected it.

The dog smelled a pussy.

You used to be able to order exotic animals in the mail in the US. I think they stopped the practice in the late 1970's.

When I was in China in 2001, I visited a zoo.  The lion exhibit there was only secured by a padlock, and it wasn't locked.  I could have opened the door and walked in if I had wanted to.  They even had small travel sized cubs for easy stealing.
