What are the chances that Putin was behind this and just did it because he knows he's got Trumps balls and just wanted to make him feel more like his biatch knowing he won't do anything about it?

Trump calls him and says "Pootie, you can't do this. It's making me look bad. If it keeps up, I will have to retaliate"
Then Putin just tells him no he won't and to stick to the script.
Trump goes on live tv and explains that it was rogue Russians, and America needs to stand strong. When asked if we will fight back with our military, he will say no because it would ruin the great progress we've made with Russia

The two are mutually exclusive.

Why would Putin want to go to war with the USA? There is literally no upside.

If he really had control in Washington, we would let him run around unopposed. Sort of like how Obama let him get a foothold in Syria.

Situation in Syria isn't good, but it's far too late for us to be monkeying around in there. We missed our opportunity, and the Obama leadership vacuum allowed Russia to move in. Write it off and move on.

At least Trump is solidly pro-Israel. Given the number of Russian ex-pats there, the continued frosty relationship with the Obama administration would have resulted in further Russian opportunity.

At least we moved solidly pro-India as well. Essentially all the time and effort the Soviets/Russia put into cultivating that relationship is wasted.

What???  Russia is a Syrian ally, our late to the party situation in Syria is decades old. Syria is home, and has been home for a while, almost 50 years, to the only Mediteranian Russian naval facility. As an ally Russia was going to be involved in their situation, that it is an important strategic location means that Russia would be involved, and well before the US had any real reason to have action there. If we were to step in directly as you suggested Obama do, that would have been a direct provocation to a Russian ally and an act of aggression if not war.
If Russia were to take action in say Germany we would not act to friendly about it, what do you think they would do if we acted on one of their allies?
