It baffles me that getting a permanent resident visa is so hard in this country for spouses.

If a citizen thinks someone is worth bringing in to make a new life with, isn't that proof enough that the person should be allowed in?

WTF is she waiting for?  I'm honestly curious as to what possible reason somebody would have to live somewhere for 30 years, with their whole family being citizens... and not bother to file the paperwork for herself.

I'm just confused because my insurance will cover me out of network, out of country. I wonder if her insurance decided it really didn't want to cover her because she's illegal and told the hospital that they weren't going to cover costs. Probably a lot more to this story than is obvious.

I'm confused as well.  I don't see the hospital caring unless they thought they wouldn't get paid.  But the insurance company had been collecting the premiums for the whole family... fighting her status now wasn't going to go well for them, and delaying care just drives up the price tag.

My best guess is that the hospital was concerned that she'd fall into reinsurance or a high risk pool, bringing a third party in to the mix, who would in turn refuse to pay because of her status, and backed down when reassured by the insurance company that this was not the case for this specific member.

In some cases the liver can even come from a living donor.  The liver has eight, well, not exactly redundant but repeated lobes, and you can transplant some of them and leave the rest.  So she's not even taking a (whole) liver away from an American.

One of the first things my transplant team did was work up the financials. If that's not right you don't get on the list in the first place.

It probably has a lot to do with whether she was in the country illegally first and then married. You can get a fiancée visa and THEN bring them to the USA to be married, but you can't just pick an illegal alien off the street, marry them, and then get them residency. The issue of the illegal entry before the marriage prevents permanent residency. To become a permanent resident you have to enter the USA legally.

She probably entered the country illegally before getting married and having children, and thus cannot file paperwork to become a legal permanent resident or citizen. You have to enter the country legally to do that.

The chance to properly become a citizen probably involves deportation and a ban from entering the USA for a length of time. If she entered the USA illegally she cannot become a citizen. That's literally a requirement to get permanent residency of citizenship.
