Cousins is just Keenum with a few more years of experience under his belt.  An improvement, sure, but might not be worth the premium.  We MIGHT be able to secure Keenum under 5, which might open up room for some signings elsewhere on offense, namely the line.

Keenum won't be signed for less than 12.  There are enough teams desperate for a legit starter that he'll get his pay day.  Of the 3 QBs, Bradford is by far the best option as a starter - if he's healthy.  Cousins is the safest and least interesting option.

If Bradford could ever stay consistently healthy, he's a game changer. At this point, I'm willing to concede that the "stay healthy" portion just isn't going to happen for him, and Keenum and Bridgewater are stop gaps at best. Cousins is, as you said, the best safe option.

Under 5?  5 what?  Keenum is going to get $15-$20M, probably on a 4 year contract with an out after 2 years.

Not really.  He is absolutely not healthy at all.  His body is broken.
