It would be interesting to do some math and calculate whether those audible frequencies are sub-harmonics of an inaudible ultrasonic sound.

After listening to the recording, it seems pretty clear that the embassy staff thought they were being attacked but it turns out that Internet in Cuba is still uses dial up modems. Were the initial victims millennials? They probably panicked by the strange sound and slow downloads, causing anxiety and confusion. The hysteria then spread the symptoms to others.

Seriously (as I typed in another thread), that sounds *exactly* like a lower pitched whine I hear when someone turns on a CRT.
Used to use that sound to figure out if a monitor was bad, or a video card (when the video card would go out, you'd still hear the scream, but when the monitor would, no scream).

I still like the theory that it was a jamming device installed to guard against hidden microphones and/or laser beams bouncing off the windows. The counter-espionage team didn't talk to the health and safety team and now, oops, let's blame it on a mythical super-weapon and try to sweep everything else under the rug.

Mostly clean tones just under 8K and a lot of noise. There's a very low frequency line at the bottom. Brown note?

Yeah, I've listened to some of that, too.

The best way I can describe it is that it's like eating dirt. It's not good. Sure there is some nuance, and you can probably become a connoisseur of sorts, but there are much better things to put in your mouth.

Another big question remains: Even if you know you're under attack, what do you do? Still dumbfounded by what's causing this, the United States has been at a loss to offer advice.
The embassy's security officials have told staff if they believe they're being attacked, they should get up and move to a different location,


"Just walk away" doesn't really seem like a solution. How about earplugs? Noise cancelling headphones? Finding the source of the sound, maybe?

The timing of the 'pulses' speaks to psy-op techniques; disrupting sleep, disturbing concentration, and subjecting someone to subtle arrhythmic intervals of noise would all contribute to mental fatigue at the very least. A directional component makes sense, given the technology available publicly. No super-weapon needed.
