It is so sad when we see these stories, and they always get it wrong.  Cars like to sneak out at night, and go for a swim.  Every so often, one drowns, and no one cares.  Sad really.

I ca almost guarantee the area was under surveillance of some kind and the insurance company and police are on the case.

at the Edwards Ferry boat ramp

Mile 30 IIRC. In the late '60s and early '70s my brother and I would bike up the towpath from Georgetown. Edwards Ferry was a brief rest stop. We always made it as far as Whites Ferry and usually to Brunswick. Several times after we entered our teens, we made it to Harper's Ferry. A couple of times we got up to Antietam. I remember the further we got, the angrier our dad would get, having to drive all that way to pick us up.
