I recall reading last year that Illinois stopped paying lottery winners, or was dragging its feet in doing so, because of the budget problem.  Makes sense that PowerBall doesn't want the bad publicity of someone standing in front of the cameras with big fake check that has no actual real check to back it up.

I read it generally takes two weeks (sometimes a little longer) to get your lottery prize after winning, because all the states have to send their share, and some states are such a mess, that it takes them a little time to write the check, despite all the revenue they get from tickets.  You don't get your prize money until all the states send their contribution.  Since Illinois has been taking months to do so, I am guessing there are a lot of pissed off lottery winners who have had to hire lawyers to get them to do so.

I just sold my home in Illinois for 495000. My yearly real estate taxes were 12500.
I bought a home in Arizona for 450000. My real estate taxes are $2200.
Illinois is a state full of crooks.

This may surprise you, but Walker has nothing to do with the success of the WRS.  It's managed by SWIB/ETF.  It's been successful with both Ds and Rs in power. The success is because of the shared risk/reward way it is set up.  It's also been funded and not raided by corrupt politicians from either side.

Don't be ignorant and claim Walker has anything to do with its success or failures.  The independent entities are responsible for the success of it.

Your enemy is Madigan, not Rauner.  Without opposition Madigan would have passed enormous tax increases and the economy would have collapsed by now. Madigan has had tax increases to fix the problems long before Rauner arrived. Rauner was elected to thwart Madigan. There's no way for the rest of the state to unseat Madigan because he runs unopposed in his City of Chicago district. And it's not like the Illinois tax burden is small it's always one of highest or the highest depending on how its measured. Madigan simply has other priorities for the plunder.

What these government employee unions don't understand is that the elected office holders will screw them sooner or later. That's why the pensions don't get funded. We had years of a temporary income tax increase to fix not paying into the pensions but the elected office holders still didn't bother doing it.  That's the thing about relying on legal plunder, it's a fight among those in government who actually gets it.

Only the State's Comptroller can write a check for larger than $60,000.  Which they can't do without a signed budget.  If you'd "won" $450 million in the Powerball this week, you wouldn't be getting a check until Rauner signs a budget - two years and counting so far without one.

This Illinois resident has NEVER bought a lottery ticket since the whole farce began. At average $5 per week I have saved enough to buy a new luxury car.

But a ticket or not buy a ticket yields almost same odds of winning.

You can gamble pretty much anywhere in Illinois now.  They have slots in bars and convenience stores.  Illinois gets a cut, I assume.  Maybe twice a month, right around the 1st and 15th, they should switch the slots to 'suck' and just rake it in.  The state could be out of debt in no time but instead, they'd give themselves raises and promise certain retirees gold plated hover rounds.

Well Rauner needs a budget passed by the house and senate to sign first.  He didnt last year and I do not expect that to happen this year.  The senate passed on their budget which is a good compromise between their wants and Rauners.  The house picked it up and tabled it until after a break only to shuffle it into a secrete panel.  The house is going to play chicken and pump out a budget at the last minute hoping the senate just passes it to get a budget out.... it is not going to work.  Cullerton is tired of the houses budgeting shenanigans.

As an Illinois resident who buys the big game tickets a few times a year, I often wondered what would happen if I won.

It is my understanding that the association pays the state, and then the state pays the winner.  So the state would GET the money, but would be constitutionally unable to pay it out.

At that point, could you sue them with punative damages for committing fraud?  They sold the tickets with no intention of paying out a win. even though they would get the money given to them for that express purpose.  Punative damages on a huge win could be massive.

Of course id have to win to find out.  Which never seems to happen for some reason.

The lottery initially stated that prizes under $25,000 would be paid because they had the authority to do that themselves, but something in state law meant that payments of that figure or above required the Treasury to pay them and without a budget the Treasury didn't have authority. There was quickly some changes made to fix that, and I honestly don't know if it was just bad interpretation of what people thought the law might be. Lottery winners are being paid.

Here are some figures on that for people who are interested:

Recall that the tax was 3% before 2011, 5% from 2011 - 2014, and 3.75% thereafter. The "extra" tax collected over and above the prior tax rate amounted to approximately $31.6 billion (https://www.illinoispolicy.org/policy-points/illinois-31-6-billion-ta​x-hike-where-did-the-money-go/)

Now, where did all that money go? Here's the Illinois unpaid bills backlog over time - https://ledger.illinoiscomptroller.com/fiscal-condition/ Looks like that backlog was reduced by about $1.5 billion during 2011 - 2014. So now we're down to $30 billion.

At the end of the tax hike period Illinois still had $6.5 billion in unpaid bills, interest payments that were 3.5 times higher than in 2011, a credit rating that had been downgraded FIVE TIMES since 2011, one of the worst unemployment rates in the nation, and had added more people to food stamps than to payroll jobs since 2011. So the takeaway from this is supposed to be that "tax hikes work"?

People should ask themselves 2 questions: 1) Where did the remaining $30 billion go?, and 2) That great idea that some politicians have (again, mostly Democrats) about doing a large tax hike WITHOUT CUTTING SPENDING - how well did that work out for Illinois before?

If you buy a raffle ticket from the VFW and you supposedly won but they don't pay you I believe it is called fraud and the people running the raffle scam get arrested. Can't the same thing be done against the Illinois Lottery Commission?
