Break the speed limit and you're driving unsafely. Driving a car is incredibly dangerous and a responsibility not to be taken lightly. Someone driving 20 over the speed limit because they're late to work has the potential to do a hell of a lot more damage than breaking a window and grabbing 80 cents.

Petty theft has the potential to cause a lot less damage than does reckless driving. If he damaged the cars, then I would expect that he would be charged with vandalism as well as petty theft. I wouldn't want someone stealing anything out of my car, but I'd rather spend time in prison than pay a $2500 fine.
