Actually, octopodes have a very short life span.  They are scary smart, but have so little time to work with it.

Stupid coont clots can't even explain how buildings work. When the garage was built it had to be above the tide line. You know. Building codes. Contractors who aren't as stupid as you are. That sort of thing. It's under water because the ocean has gotten higher, you know, gone UP since it was built.

Is it possible that the ground has also subsided since the parking garage was built?  That was one of the problems with New Orleans.

Florida free newspaper assures us that's unpossible. It's happening to the Everglades, but that's not relevant to the cities.
