But if he used the vehicle to transport himself to jail, the car hasn't obstructed anything. Why does it have to go to jail?

Why didn't they just look for the nearest Pay 'N Spray?  It always worked for me in GTA.

Yeah...cops are more inclined to beat/shoot you to death if they have to chase you. Or interact with you. Or think about you. Pretty much just try to avoid entering a LEO's vicinity, especially if you're not a an attractive and successful Caucasian
