Regardless of what the terms of service of Youtube and Netflix allow, anyone who is even slightly motivated has been able to achieve this for a long time now.

Aren't there already programs that allow you to download any streaming video anyway? I know I had one like 5 or 6 years ago but never really used it much so I got rid of it.

Pretty sure there has been extensions for years for that. At least for tube sites, not familiar with Netflix to know.

/At least on firefox, never bothered on chrome.

There is no such extension for Chrome.  It's almost as if Google owns Youtube or something.

They're out there, they're just not in the store.
 But yes, they had to do that because Google doesn't let them put the actual extension that supports YouTube on the store itself - https://chrome.google.com/webstore/detail/video-downloader-professi/e​l​icpjhcidhpjomhibiffojpinpmmpil?hl=en
