It was a wise move I believe.

Shows what you know.  You revealed to a cop that you can make beer.  He probably won't try to bust you on it, but he will try at every chance to drink all your beer.  Beer to an off duty cop is like nectar to a bee, honey to a bear, or crack to a Canadian Mayor.

Random explosions don't mean they're necessarily making drugs. They could just be time lords. I can think of one Tennant that was.

So what I gather from this is "If you find a drug lab in a tenant's building, they're probably running a drug lab"

In Australia? Yes

/I think anything that isn't potentially immediately fatal is illegal there
