The real enemy is the standardized metrics. Police officers should be able to use their own judgment on which crimes to investigate and report. Otherwise, they'll 'police to the test', which places too much emphasis on certain core crimes, like murder.

Crime stats haven't mattered for a long time because the cops and politicians invariably rig the books.  It's not just Chicago, it's everywhere.
