Not necessarily. In Uther's death scene from Arthas: Rise of the Lich King, we find out that Frostmourne is a vicious weapon, and it does suck souls, but those souls who are strong enough can avoid becoming undead, though they are trapped in the blade. In WoW we found them in the Halls of Reflection, when we met Uther Lightbringer. They were all released when Tirion shattered Frostmourne on the Frozen Throne during the Lich King's fall. We also got to see Arthas' father, the slain King Menethil. He actually rezes the raid in the Lich King fight.
