Yes, it was effectively a dictator, but his actions were still right out of the socialism playbook.  He looted industries and businesses to bribe the poor.  For example, he nationalized the oil industry (which broke a standing contract).  Instead of running the business rationally, the took ALL the money and left nothing for important shiat like equipment maintenance.  Each year they produce less oil.  Not because they are running out of oil to tap, but because their equipment is breaking down and not being repaired or replaced.  Of course, he then blamed "Yankee saboteurs" for the reduction in efficiency.
