There's a city be me that does this. It actually came up too. Some guy tied with some girl for city council. His wife didn't vote because she was busy. The girl said she was moving and didn't even want it. They legally still had to do the flip, and if she won they'd have to hold a special election.

oh yea, they also couldn't swear in one member because he got picked up for dui and was being held. A second was in jail for embezzlembezzlement.
