After his errors were pointed out by Westfield State vice president of administration and finance Gerald W. Hayes, Dobelle said he effectively blew the whistle on himself by notifying the board of trustees. 

"I self-reported," Dobelle said, adding that this action has been overlooked in the travel controversy.

Key word bolded for your convenience, there.

Albeit, if he pointed them out with the explicit intention of paying back the difference, no reason to make a big deal of it, work out the amount, have him pay it, done.  Albeit, that would be a civil action if he's not volunteering to do it himself, so no shield for you.

I am sorry, whistleblower laws protect you from reprisals and punishments for the act of whistleblowing. It does not protect your for your own acts that you are whistleblowing on.

Now, I would prefer to be lenient on him regarding penalties (I would expect full repayment, or good faith is being lost) for the act of coming forward. But that applies to all people admitting all crimes, if you come forward you can get some leniency.

He's not being investigated for "reporting" the fraud. He's being investigated for fraud.

This is "it's only illegal if you're caught" taken to the extreme.
