The way I see it, they can't return it for a refund.  So they lost the money either way.  Might as well make it a somewhat useful loss instead of throwing everything in the dumpster.

Don't the homeless get it either way?

And then the government crashed the party, confiscated the food, loaded it into dumpsters, and poured bleach on it. All because they didn't get their percentage cut of the money for the food via taxes and reallocation. Only "The Man" is allowed to be the provider to the poor. Dependence on the State must be maintained.
