Yeah, the real targets of those isn't Kazakhstan at all, it's, well, America.  Kazaks themselves aren't being mocked, per se, it's the people who are willing to believe that Kazaks must be like that.

I mean, that scene where Borat gets the crowd at a rodeo to join him in singing "Throw The Jew Down the Well"  was simulatenously hilarious and terrifying
