How about a truck that is full of Molotovs. when you fill a glass of water, you put water in until you can't put any more in. You don't put in 3 drops then say you have a full glass of water. If the guy was walking around with a Tonka truck, then yes, 10 would be a truck full of Molotov cocktails. 10 would be a milk crate full of cocktails, or a backpack full of cocktails. No truck I've ever seen is filled up by putting 10 bottles in it.

Wouldn't that make it hard to drive? I mean, where would the guy sit? And what about his stolen firearms? Where would he put those?

I don't think you've really thought this through.
