Why was the store wearing a clear plastic bag on his head?

In Los Angeles he'll soon have to bring his own bag or pay ten cents for paper.

I wish more robbers would wear plastic bags on their heads.  All you got to do is keep them focused on you and they'll pass out shortly.

His "daft" disguise seems to have done an excellent job in the CCTV footage if you ask me. It may be he's an idiot for robbing a store in the first place but it would be even dumber if he tried doing it without covering his face at all.
