There are actually a lot of ways to do that. All of them involve being willing to lose your personal effects in the fire, and being able to keep your big trap shut.

Every fire station I've seen that was built or remodeled in the last 20 years has an automatic shut off on the stove when the bell goes off.

Fire departments don't always have the money renovate or upgrade their equipment. A lot of them make due with what they have and pray their funding doesn't get cut back(again).
