Because that's always worked well in the past. There's no way this could be used to settle disputes with neighbors, get rid of your estranged spouse, etc.

If someone is out and about and sees terrorist related activity, it is usually quicker to dial a phone number than load a website.  They could expedite this by making it a three digit number; I know it's possible because of the 411 service.  Now, what could that three digit number be....
