Can someone please explain what this is supposed to add to the story?  I know all of those words and, individually, the sentences make sense (if I mentally edit by making the "t" in "they" upper case or put "and" between "p.m." and "they") but I can't see how they're related to each other.

He used in stay out until 10pm and felt safe as long as he stayed in the residential part of the area and didn't venture into the business areas.

Now, the junkies are probably also walking around in the residential areas.

The least dangerous ones being 'ya gotta a dollar, man?' individual junkies and progressing to the more dangerous armed groups of three or four looking for victims.

I get why the police are doing this. Crack is a scourge and shouldn't be promoted, but there's something else going on here.

These are people who would otherwise be unemployed. They would be out ransacking buildings and burglarizing houses to feed their addiction. By providing a reward system that gives them a chance to earn their daily hit, they are both motivated to work and get the psychic benefits that honest work provides.

Of course there is the problem of where the business owner is getting the drugs from. You'd prefer not to have junkies working in your neighborhood. But if the alternative is to have junkies robbing people in your neighborhood, having them busy working isn't such a terrible outcome.
