Are you sure it's a Native American tribe? The Ak-Chin sounds more like a street gang. The money going to the schools? That's recruiting. The money going to the park? Defensive positiions and drug distribution points.

Tribal Casino donates money to the county and school system. Increases over all earning potential for students further in life. That monies coming back.

Tribal Casino donates money for recreational complex, bringing in more traffic to the city/area.. Which is near the Casino. Money is coming back.

It's like they are giving it then want it back. What's that called again
