We've got 'em in my city too, have had for years, and they're still in good shape. From what I understand, the motor inside is actually efficient enough that the cans can make it through 2 weeks of cloudy weather before they run out of power. Even nicer, there's been talk of newer models that include NBC sensors, to be able to lock the can and alert authorities if someone drops in something dangerous.
