BarkingUnicorn: Nope. I would not step into that, either. But I wouldn't yell, "clear the aisle and let them fight" and I'd certainly report that the male student was left bleeding.

LasersHurt: Why should a barely-paid driver have to intervene in a fight?
RenownedCurator: I get how as a school bus driver he does have to make sure the kids are OK -- but in this case, the "kids" were an 18 year old girl and a "juvenile male" who I'm guessing was not much younger. If they'd been fighting on a public bus, nobody would be arresting the driver, they'd be arresting the teens for assault and endangering the people around them. As it was, it sounds like the driver chose the best of several bad options; don't interfere and get either hammered or charged with assault (two older teens are a very different kettle of fish from, say, two squabbling eight-year-olds) and keep the other kids on the bus out of the way.
Great Janitor: And that is why I am not in any form of authority or implied authority over children. Two kids want to fight, let them fight. When I was in high school and jr high I would have rather fought someone and had it out instead of being told not to fight and that if I did, under zero tolerance, I would be arrested and expelled. At least when you fight, it's out of your system over and done with.
