This smacks of an inside job.
Either the case was left unlocked, or an LCBO employee simply handed the bottle to the man rather than walking it up to the front cash.
I've bought stuff from that LCBO that was locked in the cabinets.  If it's more than $300 it is pretty standard practice for them to walk it to the front cash.  And I'm a pretty trustworthy looking (white male) guy.
Furthermore, when I was picking up something from the special order desk, I was joking asked "who gets the job of moving that bottle?", referring to a bottle of Louis XIII cognac on display, to which the guy asked "What, the real one?" - they had a fake display bottle.

So either multiple mistakes were made, or this was an inside job.
In either case, I'll bet this 50-year-old Glenfiddich is not 200x better than the 18-year-old Bowmore (LCBO 250399, $126.95)

Mock26: Also, my local liquor store locks up the $400 bottles.  The people "running" the store in the article are morans.

It's the LCBO, we're not talking cream of the crop here.
