I smell BS. I am not an expert, but I suspect that anything that interferes with an FAA-approved aircraft is going to be outlawed, even if all it does is mess up the camera feed.

And if you were of a mind to actually take out a drone, a simple shotgun or rifle would be worthless except on takeoff or landing. From what I do know, they operate anywhere from 5,000 to 15,000 feet, well out of range of hand-held weaponry.
Strapping a piece on an RC plane with a camera would also be next to worthless. They have fairly limited range (the receivers), and the airframe can only bear so much weight. I doubt highly it could take the stress of anything more intimidating than a .22, and drone aircraft seem to be built sturdily enough to take more damage than that. The only practical way you could take one of these out would be with a light aircraft that was armed in some way, and that's a whole other can of worms.

Loiter engine, rocket engine, seeker head, twelve inches of lawn tractor axel... aim for the prop.  Probably cost about $300.00 to take out a predator NAZI style

Doable on all fronts except for that seeker head you speak of. That's a lot of tech for Joe Six-Pack to create. I was thinking what would be possible off-the-shelf. I'm sure the robotics guys could probably cobble something together that works, but for three bills that's stretching it. And remember, it wouldn't be as simple as pulling a kamikaze run on it. You'd be dealing with extremely efficient ECM either onboard or overhead. Those things wouldn't be operating in a vacuum, there'd be hard-core command and control running an operation like that, especially over the US.
Since I'm probably already on a number of lists, here's my solution: find an experimental (not ultralight) aircraft design, preferably a pusher, capable of doing at least 180-200 in level flight. It would by necessity have the prerequisite mass to handle weaponry capable of inflicting damage to the target airframe. Those things aren't plastic film and balsa wood-they're carbon-fiber and aircraft grade aluminum and most likely had soft ballistic armor and other redundancies built-in. Remember, they were designed to operate over a real battle area.
And there would be very hard limits on how effective one of these things would be, again, since they don't operate in a vacuum. It's not a stretch to have an attack chopper or even an F-16 orbiting, and then you'd be in for some real excitement. Again, this is the absolute extreme countermeasures that seem to me would work.
