Wrong, there is a law. 4 U.S.C. § 1.
There's no punishment for disobeying it... but then, I wasn't suggesting there was (or should be).
Just that they're shiat heads for lowing the flag to half-mast against the code in honor of Chavez, who was fairly hostile towards the U.S..

I haven't noticed a lot of people making the case that they did the right thing by lowering it, just a lot of straw man arguments about the constitution or legality of doing so.
In other words, boring.
