Bill the unknowing: Fine - semantics. Then provide a glossary, and start arguing over it, but coming to an agreement on definitions by vote. I agree that this matters, but it shouldn't take up inordinate amounts of time. If necessary, use Grades (A, B, C) to categorize - what is Grade A Borderline Security, what elements does it consist of, etc.. There's a lot of ways to do the same damn thing - and it will take some time. But much of this is already written down so it's a matter of hammering it out. It can be done and it could be drawn up within 3 months if they spend a month of that defining the glossary of terms they want to use. And remember, not everyone will agree - so expect that and let's not edit the farking thing to death...I've had to get large execution documents drawn up and approved. It's not completely democratic (pardon the expression) because then it never gets done - but everyone had say and it got done (from scratch) within 3 months. It worked and it covered what needed to be covered.And try to leave the Thesaurus's out in the hall....
