Your Honor, I have a constitution right to face my accused.  Please compel the officer to appear, or barring that I move to dismiss.

1. Plead not guilty
2. Call witnesses
3. Police send affidavit stating that officer has been deceased since X date.
4. Point out signature date on ticket
5. Have judge "throw out" your evidence as irrelevant
6. Get convicted anyway
7. Appeal, have it upheld
8. pay ticket because you can't afford further appeals.
9. They make you pay court costs also

is this about right?

Places have had 'speed camera vans' that the guy sleeping or reading in the back of the van will swear in court that he saw every image captured as it happened and therfor the ticket is valid.

/Bureaucrats: "the ticket is valid. See theres a signature on it. And no farking way will we let you see the corpse that signed it to confirm he signed or stamped it with his signature. Oh not corpse, I mean the officer who is sick at this time and please forget that he is dead."

So that means it's forged right?

I'm willing to bet whatever monitor watcher gets paid to do this had a signature stamp from the officer assigned to oversee the operation as a contractor, and they never changed the stamp after he died. I find it hard to believe they were intentionally hand-signing his name to 2000 tickets.
