Knowing how the cameras work, it will probably turn into a giant flap as it CHARGES people money, while it was supposed to reward them. Causing them to lose their license, get arrested for failing to pay tickets, and ending life as we know it.

Cost to administer 'lottery' - probably about $40,000 + a few hundred for gift certificates.

Actual benefit to society: nil.

It would take a three minute phone call to anybody who has studied behavioral economics to see that this lottery will do nothing except eat money.
