So... They are saying they want to reinstate the law... Does this mean that someone actually got this law repealed in the first place? How do you bring that up in a meeting?

The article says that happened in 1969. So the answer is probably related to sexual revolution and free love going a bit too far for today's taste. AFAIK there even were groups insisting on removing all age-related sex restrictions from the laws in the name of sexual freedom; I guess a political movement with "legalizing sex with children" among its program points would be even less 'popular' today than it was 45 years ago.

/ I wouldn't be surprised if there are animal protection laws already applicable even if there's no law explicitly criminalizing bestiality.
