It means death for the entire Alawis sect. They are in every position of power in Syria, being part of Assad's tribe. If he falls heads will roll, and since this is the Middle East i mean that in the most literal sense.

Oznog: Earlier, he declared they would never be used on Syrians, but only against foreign invasion.

He will declare whatever city he likes as "controlled by foreign invasion" and use it. He has been doing the traditional arab shtick of blaming the slaughter on "foreign invasion" since day one.
