Did you ever visit Louisiana before Katrina? I made numerous trips to various parts of the state and every time I left with the opinion that the place was mostly a trash heap. Katrina just stirred it up a bit.

But you guys and girls go ahead and keep nitpicking the headline instead of putting some deep thought into what the headline says about the difference between our two countries.

That's the difference between Japan's smart, disciplined, persistent population - management and labor and all shades in between - and the selfish, generally stupid, generally soft, whining Anglo-Saxon culture that permeates the United States.
The average Japanese thinks, "What can I do to help my society?"
The average Amurcan thinks, "Where's my lawyer's phone number?"
There'd be pockets that could match the Japanese, but not many.

If it takes a FARK headline for someone to realize there's a cultural difference between USA and Japan, then they're already beyond help. Everyone already expected this because New Orleans was a shiathole town used for one major party a year before the hurricane and Katrina was a total clusterfark from the beginning.

In America they would ship in labor from other areas of the US in order to make sure that all the work was done by UNION Labor. It happens all the time local construction companies get shut out of work because they are not UNION shops. Meanwhile they bring in companies from hundreds of miles away because they are.
