I've got it- Figure out how many people are in Afghanistan. Then assign one US soldier to personally watch one Afghani so there's a 1:1 ratio of troops to Afganis. When an Afgani starts to get out of line and cook up some terrorism, the soldier hits with with a stick.

Corruption ended!
