I hear if you soak them in kerosine or diesel fuel will work to make the powder grains burn slowly.

Just don't soak an oxidizer, such as many fertilizers in kerosine!

yeah...they removed the detonaters, which I guess was a good start for disposal. But I guess no one told them that a giant fire could also count as a 'detonater' when applied to TNT. oops.
