The article says they might have been working on an intelligence tip. Maybe they'll be uncovering a lot more stuff now that they're looking into places other than where Iraq declared they should check.

three things:
1) gwb probably creamed his pants
2) excellent condition war heads mean recently purchased, ie that they violated arm bans and INTEND to use them soon
3) while they don't have deadly chemicals, they don't have new car smell in them either. they could very well be intending to fresh the whole smelly country up. via a missle.

Making the chemicals is usually not a problem, they can be stored any where, in anything. Its the delivery system, such as a warhead, that is the real indicator of a viable weapon system.
