I know this law exists in France, as well.

Although Russia is a different level of crazy.

In America, we don't even bother with the law. Widespread apathy lets our politicians get away with whatever they want unless personally witnessed by a police officer, two forms of media recording and a signed affidavit from the suspected politician's grandmother. And even then most people whine "well, they ALL do that!" even if that is the sacrifice of a live orphan to Baal.

France aside, please refrain from making any kind of comparison between Russia and the rest of Europe. It's still a whole different world in Moscow when it comes to politics. It's not even close to what the rest looks like. (Belarus is out as well, of course).
