Hold on a minute, forked_at_fark is in Germany... so wouldn't it be a German streetlight?

Just to put this in scale...

FYI here is a picture of Jupiter taken from my light-polluted front yard. I used a 127mm Mak-Cas telescope and a Nikon D70. This is a magnification of about 86x.

Here is Saturn at the same magnification, also from my front yard with the same setup.

Both of these photos were relatively long exposures. 0.8 seconds at ISO 800 for Jupiter, and 2 seconds at ISO 800 for Saturn.

What you're taking a picture of is a lot brighter and probably a lot closer than a planet. As another point of reference, to get the ISS at the size in the frame that you did, you would have to be using a magnification of around 1250x.

Has anyone said streetlight yet? (which seems to be about where it started from).

Since the picture is altogether pretty awful, noise and exposure wise, I'm going to go on a limb assuming it was taken with a point and shoot digital. These cameras are made with fairly crummy, slow lenses with a lot of different pieces of glass packed against each other.
When light (like that from this streetlight) enters a lens from outside the intended field of view, it's supposed to just hit the walls of the lens and not the CCD. However, in small complex lenses which often don't have the best quality control, this light may reflect off glass it was supposed to go through and end up making its way onto the CCD. Its easily spotted here because of an otherwise blank image. Open and shut.
